Netlify Adapter

This change adds a Netlify adapter that uses Netlify Functions. You can use it like so:

```js
import { defineConfig } from 'astro/config';
import netlify from '@astrojs/netlify';

export default defineConfig({
	adapter: netlify()
});
```
