feat(library/tactic/exact): enforce goal type during elaboration when executing 'exact' tactic

Remark: this was the behavior of the 'sexact' tactic.
This commit also adds the 'rexact' (relaxed exact) tactic which does not
enforce the goal type.

The character `∣` is entered by typing \|
